It is cleared by a write to the USART_DR register." So I just set it there because it has to be set somewhere, and I figured that was the easiest/best place. It also works with code written for the hardware. I'm not sure. I can't find anything that specifies either way, but I'm going to assume yes as they represent it with AND gates.
