This effectively reverts commit 2a3f75b42ac255be09ec2939b96c549ec830efd3 so that we return to passing CPUState to helpers as an explicit parameter. (There were a number of conflicts in target-arm/translate.c which had to be resolved by hand so it is not a pure revert.)
