This patch enables the Wzero-as-null-pointer-constant for C.

Bootstrapped and regression tested on x86_64.



    c: add Wzero-as-null-pointer-constant [PR117059]
    
    Add warnings for the use of zero as a null pointer constant to the C FE.

            * c.opt (Wzero-as-null-pointer-constant): Enable for C and ObjC.

    gcc/testsuite/ChangeLog:

I'm thinking that it may be good to add some tests to check that structs
with implicit initialization to 0s don't trigger this diagnostic.

	struct ( int a; void *b; } a = { 0 };
	struct ( int a; int b; void *b; } b = { 0 , 0 };

There might be other corner cases worth testing.
