Both testcases miss some effective target requires.

Pushed.

	PR testsuite/116660
	* gcc.dg/vect/no-scevccp-outer-12.c: Add vect_pack_trunc.
	* gcc.dg/vect/vect-multitypes-6.c: Add vect_char_add, remove
	explicit 32bit sparc XFAIL.
