We could then queue the tested parts directly and wait for maintainer's ack for the rest.

Yes but I don't know whether the untested devices this patch touches are intended to be non hotpluggable. Michael, PCI hotplug is only supported on x86 via ACPI, and there the piix devices are not hotpluggable.
