BugLink: https://bugs.launchpad.net/bugs/2021364 Using our latest u-boot for the Allwinner D1 SoC the kernel has problems switching from the low to high CPU clock frequency and will get stuck at 408MHz and unable to reboot. Even at 1008MHz these SoCs are not fast, so let's make sure they stay at that speed. So far there are no battery powered RISC-V devices supported by Ubuntu, and if power consumption is still important users can easily switch to the ondemand governor from userspace.
