Implement the following PowerISA v3.1 instructions:
vexpandbm: Vector Expand Byte Mask
vexpandhm: Vector Expand Halfword Mask
vexpandwm: Vector Expand Word Mask
vexpanddm: Vector Expand Doubleword Mask
vexpandqm: Vector Expand Quadword Mask
