Reduce and split pcie controller memory ranges for en7523 SoC
in order to properly load a pcie card on the second port.

since I am currently working on en7581 (even if I do not have too much free
cycles) I can help maintaining it.

That would be great as currently I have been doing kernel bumps
without a board to test on as
otherwise the target would be dropped.

It would be great if you can test the 6.1 kernel update for airoha,
ideally in the future
keep the target up to date with current kernels.
