These are a couple of little fixes to the xfrm_offload API to make
life just a little easier for the poor driver developer.

Changes from v1:
 - removed netdev_err() notes  (Steffen)
 - fixed build when CONFIG_XFRM_OFFLOAD is off (kbuild robot)
 - split into multiple patches (me)
