Create DBus getter/setter for ScanInterval

Enable control of wpa_s->scan_interval via D-Bus. This parameter
controls the delay between successive scans for a suitable AP.

Also, update dbus.doxygen with ScanInterval, and some other
parameters that were undocumented.
