[v5] LoongArch: Add support for TLS Descriptors

This is mostly based on AArch64 and RISC-V implementation.

Add R_LARCH_TLS_DESC32 and R_LARCH_TLS_DESC64 relocations.

For _dl_tlsdesc_dynamic function slow path, temporarily save and restore
all vector registers.

Changes v4 -> v5: 
- Configure check for conpiler whether support -mlasx/-mlsx.
- Delete memcmp, it may use some vector registers.
- Makefile code style, one line per entry.

- Add register save/restore test case.

- Remove _dl_tlsdesc_return_lasx, _dl_tlsdesc_return_lsx. 
  Provide only one _dl_tlsdesc_dynamic implementation and check the 
  required save/restore of vector register based on hwcap value.

- Fix vr24-vr31, xr24-xr31 typo.

By the way, how did you find this problem? Missing t3 not cause
tst-gnu2-tls2 segfault on my environment.

Maybe just lucky...  The register allocation in GCC changes frequently
and perhaps I just happened to use a GCC snapshot which uses t3 for a
pointer.
