[v3] Add strlcpy/wcslcpy testcase

This patch implements comprehensive tests for strlcpy/wcslcpy
functions.  Tests are mostly derived from strncpy test suites
and modified to incorporate strlcpy/wcslcpy specifications.

Changes from v1:

Rename test-strlcpy to tst-strlcpy2.
Rename test-wcslcpy to tst-wcslcpy2.
Remove unused SIMPLE_STRLCPY function.
Rearrange defines in alphabetical order.

Add back SIMPLE_STRLCPY function.
