[COMMITTED] Add missing #include in sysdeps/alpha/fpu/s_nearbyint.c

I can't tell how alpha was compiling without this.
Maybe before a recent change to the generic file it
included the header indirectly?

Arg.  Uncommitted change within my build tree.  I must have done a git-add on
the first change, saw the failure, added the include, but failed to git-add
again before committing and pushing.
