[C++] some reformatting

In working on pr83160 I came across some code to cleanup
1) name mark_rvalue_use's final parm to remind us what it is
2) fix poor line breaking in convert_like_real
3) move mark_lvalue_use{,_nonread) close to their friend mark_rvalue_use

applying to trunk.
