[wwwdocs,committed] Update GCC 4.6 status

I have committed the attached patch as obvious. It updated the link to 
the latest status report. As the Stage 3 announcement did not include a 
status report, I have added the Stage 3 announcement as extra link at 
the "Stage 3" - though I am not sure that this is the best solution.

By the way, the last bug counts are:
