These were due to an (X & -X) idiom.  One could fix it by making sure that X
is (cast to) unsigned, but we can avoid those two operations altogether if
we simply use CTZ directly.

Tested on x86_64-linux.  Committed.

	* tree.h (SET_DECL_OFFSET_ALIGN): Use ffs_hwi.
