[v7,3/9] Add a musttail generic attribute to the c-attribs table

It does nothing currently since statement attributes are handled
directly in the parser.

gcc/c-family/ChangeLog:

	* c-attribs.cc (handle_musttail_attribute): Add.
	* c-common.h (handle_musttail_attribute): Add.
