[RFC] Remove call to build_ref_for_offset in IPA-SRA

the following bootstraps and tests fine.  (Feel free to commit it if
you think it is OK and do not want to wait for me to do so in
September).  Unfortunately I still haven't fixed all the issues of the
followup patch that changes the intraprocedural SRA calls and so I am
only going to attach my WIP patch to bugzilla (PR 44972).
