[v2,1/2] python-numpy: introduce ARCH_SUPPORTS hidden variable

Python-numpy has specific constraints about uClibc and arch. This patch add an
BR2_PACKAGE_PYTHON_NUMPY_ARCH_SUPPORTS hidden variable to avoid duplicate
dependencies test for others packages which uses numpy.

 You should also move this dependency to NUMPY_ARCH_SUPPORTS.

 Turns out that this is actually not needed - patch will follow. So wait a bit
before respinning and respin it based on my patch.

 You should also update the reverse dependencies of python-numpy (opencv3) with
this new symbol.
