[wwwdocs] Update C++1y status page now that C++14 is finished.

C++14 is no longer the next standard, it's here, so update the project
page.

Can we have a web doc person update the name of the page (projects/cxx1y.html -> projects/cxx14.html) and add a redirect as necessary?
