Hi,

this patch generates en_GB.UTF-8, which is used in tst-strcoll-overflow.
This solves the issue on s390/s390x.
Please retest and commit.

That ChangeLog entry was for localedata/ChangeLog, not the toplevel 
ChangeLog.
