Modify ci linux build script to use the latest DPDK stable release 21.11.1.
  Modify Documentation to use the latest DPDK stable release 21.11.1.
  Update NEWS file to reflect the latest DPDK stable release 21.11.1.
  FAQ is updated to reflect the latest DPDK for each OVS branch.

nit - it's not really worth sending a v2 for it, but just to note for 
future patches, there is normally a "." at the end of the title and the 
sentences look a bit auto-generated. There is also possibly some 
whitespace difference as the sentences don't all line up when applied.

That's a very minor thing, aside from that I compiled on master and 2.17 
and did some basic PVP testing and lgtm. Thanks.
