[rx] add define for RX610

If you try to use assertions, gcc complains that they're deprecated,
but the RX610 is missing some opcodes.  This adds a #define for that
chip as well.  Ok?

	* config/rx/rx.h (TARGET_CPU_CPP_BUILTINS): Add define for
	RX610 as well as an assertion.
